Abuzar Ebrahimi Torkaman made the remark in a meeting with a number of Russian Muftis here in Tehran.
He referred to the growth of Islamophobia in the West and said there are attempts by some to spread a fear of Islam in the world.
“They should realize that Islam in its essence has but mercy and kindness,” Ebrahimi Torkaman underlined.
Elsewhere in his remarks, the ICRO chief hailed the status of Muslims in Russia and the fact that they live peacefully alongside followers of other faiths in Russia.
A 30-strong delegation made up of scholars, Muftis and representatives of religious organizations from Russia arrived in Tehran last week.
Their visit is aimed at enhancing religious and cultural cooperation between the two countries.
The delegation has made the trip on an invitation by the Iranian embassy in Moscow.
